PLANNING COMMISSION MINUTES

The Conewago Township Planning Commission held their regular monthly meeting on Monday, February 25, 2002. Those present were:

The meeting was called to order by Chairman Whitmeyer at 7:35 P.M.

The Agenda items were reviewed. Added to the agenda were Conewago Place and Hershey Trust.

MINUTES - July 30, 2001 - A motion by Coble second by Rozanski to approve minutes of July 30, 2001. Motion carried

MINUTES - OCTOBER 29, 2001 - A motion by Rozanski second by Kuntz to approve minutes of October 29, 2001. Motion carried.

GIPE FARM - JOHN L LONGENECKER - Sketch Plan
1964 Deodate Road - Residential Country - Zoning District
A Sketch Plan dated February 4, 2002 for this 70 acres farm located at 1964 Deodate Road was presented. The intention is to develop this farm into approximately 80 single family residential lots. Property owned by Mr. & Mrs. John Longenecker, 1830 Deodate Road, will also be included in this subdivision. A public sewage treatment plant is being proposed on the property. Comments and concerns of the Planning Commission are Storm Water Management, pipe going underneath turnpike, make sure it is large enough, Traffic Study, Sewage Treatment Plant not in sewage service area, not in accordance with comprehensive plan, Recreation Area is recommended because it is a large sub-division plan. No action taken, but were advised to go to next Board of Supervisors meeting March 13, 2002 for their comments concerning the Sewage Treatment Plant.

Penn Hershey Sports Training Center - Land Development Plan, Elizabethtown Rd.
This Land Development plan is to replace the volley ball area into a 80'x 130' storage unit.
Waiver: Preliminary Plan requirements Section 403.1 A motion by Whitmeyer second by Rozanski to recommend the waiver request upon receiving written notice. Motion carried
Waiver: Curbs and sidewalks, Section 606, 607. A motion by Whitmeyer second by Czuday to recommend the waiver request upon receiving written notice. Motion carried.
Land Development plan: Motion by Czuday second by Coble to recommend approval of the plan subject to Tri-County's comments dated 2/08/2002 and subject to the Engineer's comments date 2/04/02. Also added to the Engineer's comments, Actual right-of-way must be shown, and the buffer area needs to be checked. Motion carried.

RICHARD W. AND ORPHA W. LEININGER - Preliminary/Final Subdivision Plan
4633 Colebrook Road - Ag Zoning District.
This plan is to subdivide the 31.848 acres into 3 lots. Lot #1 will be a new building lot, lot #2 is a 10.152 acre lot with existing buildings, and lot #3 is 1.963 acres, which will be added to other lands owned by Richard and Orpha Leininger. No construction will occur on lots 2 and 3. After much discussion on this plan a motion by Whitmeyer second by Rozanski to table this plan until the next meeting in order to give the applicant more time. Motion carried.

CONEWAGO PLACE - Mr. Czuday noted that Conewago Place is intending to build an addition in spring of 2002. The Zoning Enforcement Officer noted that he has been in contact with Conewago Place.

Hershey Trust - Mr. Whitmeyer questioned Hershey Trust letter of October, 2000 possible incorporating into the campus. The secretary will check into this.

The next meeting will be March 25, 2002.

A motion by Coble second by Kuntz to adjourn at 9:15 P. M. Motion carried.
