The Conewago Township Board of Supervisors held their regular monthly meeting, Wednesday, May 8, 2002. Those present were:

The meeting was called to order by Chairman, John Graybill at 7:30 P.M.
MINUTES - April 10, 2002 - A motion by Rochat, second by Graybill to approve the April 10, 2002 minutes as submitted. Motion carried
TREASURER'S REPORT - April 30, 2002 - A motion by Rochat second by Brandt to approve the Treasurer's Report dated April 30, 2002 subject to audit. Motion carried.
EXPENDITURE REPORT - May 8, 2002 - A motion b Graybill second by Rochat to approve the expenditure report dated May 8, 2002 in the amount of $22,369.30 subject to audit. Motion carried.
SUBDIVISION/ENGINEERING FEES & PLAN STATUS REPORTS - Nothing to Report.
PLANNING COMMISSION MINUTES - April 29, 2002 - Reappointed Ken Grubb and Peter Czuday for another 4 year term, which will expire April 30, 2006. Motion by Brandt, second by Rochat. Motion carried.
PUBLIC COMMENTS:
DAUPHIN COUNTY GRANT FOR COMMUNITY AFFAIRS - Commissioner Payne presented a $1,000.00 check to the Board of Supervisor's to he used in the township. The money comes out of hotel Tax Money from tourism and must be used for community and economic development within the township. A motion by Graybill second by Rochat to divide the $1,000.00 check to our 5 local fire companies for fire protection. Each company will receive $200.00. Motion carried.
PUBLIC COMMENTS CONTINUED: CLAUDE FOREMAN - Brought a complaint to the Board regarding Redcay property. Mr. Foreman inherited the adjoining property (1976 Hershey Rd.).The Redcay property has become a public nuisance, due to disrepair of substantial structural problems with the house and any building. It is overcome with weeds and trash and appears there are a number of dead animals inside and outside the property. Mr. Foreman is asking for help from the Board in cleanup of this property so he would be able to rent his property. The Solicitor said the zoning officer will look at what's stored there and that there are two things we can do. 1. Petition of Court for Public Nuisance., and 2. Adopt an ordinance for Property Maintenance Code. Motion by Rochat for solicitor to send letter to family and have zoning officer look into Property Maintenance Code, Second by Graybill. Motion carried.
ACT 537 - STATUS REPORT - Max talked to Ralph Watters, DTMA and there is nothing to report except that the project is on schedule and construction is scheduled to start in January, 2003 for project including Laurel Woods. Max also reported that the final update for Act 537 is finished and we will advertise for a public hearing.
LOWER DAUPHIN AREA REGIONAL PLANNING GROUP - Jay reported that they are working on going over ordinances and different maps checking on the traffic volume in the area.
NEWSLETTER - Max Shradley got comments back for a final copy of the newsletter, and it should be ready by June, 2002.
DAUPHIN COUNTY RECYCLING - Commissioner Payne commended and thanked us for agreeing to use our facility as a recycling drop-off center. The containers will be in place by end of May 2002, for plastics, aluminum cans, glass and newspapers.
CONEWAGO WATERSHED MEETING - Nothing to report except Saturday, May 11, 2002 they will be having a Stream Cleanup at two locations: Aberdeen Mills and Old Hershey Rd. this side of Beverly Road
OLDS MANAGEMENT PROGRAM - AREA 2 - Reminder letters were sent to all Area 2 residents on April 30, 2002, who did not send in inspection/pumpers forms for the Year 2001, with a deadline date of May 17, 2002. Response has been good, but some just forget, lost forms, and also inspectors/pumpers did not return forms. Glenn Book, 2360 Old Hershey Rd. Elizabethtown, PA, was due in Year 2001, but installed new septic system and would like to be exempt from inspection. Motion by Rochat, second by Graybill to exempt Glenn Book property, but he would be due for inspection in 2004. Motion carried.
JOHN NISSLEY-WAIVER OF LAND DEVELOPMENT - Mr. Nissley brought in revised plan and major changes were requested he remove buildings, remove driveway with culvert off Mill Rd and will use existing driveway off Beagle Rd. Drainage and detention hasn't changed. He will shave down corner of driveway which will keep vegetation down for site distance. The solicitor prepared a short agreement indicating he's modifying without formally submitting a Land Development Plan revision and that the modification will be on file at township for any future purchases. He also needs to get a bond posted and when we get that bond back we can execute a building permit. Motion by Rochat to waiver required formal submission of Land Development Plan and to authorize execution of agreement indicating that waiver. Second by Brandt. Motion carried.
TOWNSHIP INSURANCE - The Board had time to compare proposal from Bowman's Insurance Agency with Allen Chubb Agency and decided to stay with our present insurance agency. Motion by Rochat to renew insurance with Allen Chubb, second by Brandt. Motion carried.
PENN HERSHEY SPORTS TRAINING CENTER - On behalf of Penn Hershey Sports Training Center, Reed Engineering, Inc. requested a time extension of sixty-live (65) days to obtain E & S Control comments and revision data. A motion by Brandt, second by Rochat to accept the 65 day time extension. Motion carried.
CAMP CONEWAGO - CATHY SCOTT - Kathy represented the Conewago Elementary School PTO in planning for the two week Summer Recreation Program and Camp for children of Conewago Township. This is the 11th summer for Camp Conewago and will be held from July 8 to July 19, 2002 with about 100 children participating. They plan to offer a variety of recreational activities as well as educational opportunities for their campers and are asking for a $1,200.00 donation this year. A motion by Rochat, second by Graybill to donate $1,200.00 for the camp. Motion carried.
RICHARD LEININGER - SUBDIVISION PLAN - The Zoning Officer stated that the Board of Supervisors may take action on this plan subject to the following: 1. Action on the following waiver request - a. Section 403.1 - Preliminary Plan Submission and b. Section 407.1.A(17) - Erosion and Sedimentation Control Plan. Planning Commission recommended approval of the land waiver. 2. Approval subject to the following condition: a. Execution of Form "B" Non-Building Waiver of Sewage Planning. The Conewago Township Planning Commission recommended approval of the plan at its April 29, 2002 meeting. The Board must act on this plan at this meeting. The Board ask for extension by phone, because of language on Note 13 of the Plan. A verbal time extension to June 12, 2002 was received over the phone. A letter to follow. No Motion
HERSHEY FREE CHURCH - A meeting is planned for May 15, 2002 at 7:30 PM in the. Township Building to discuss their concerns and plans on the Graybill properly.
OFFICE EQUIPMENT - A quote was submitted from Gateway Sales Team, Jeff Spahr, Executive Account for a new computer - Gateway 500L. for $1,400.00. Motion by Rochat to purchase computer at 1,400.00, second by Graybill. Motion carried.
