The Conewago Township Board of Supervisors held a special meeting with Hershey Free Church, Wednesday, May 15, 2002. Those present were:

The meeting was called to order by Chairman John Graybill at 7:55 PM.
HERSHEY FREE CHURCH - requested to meet with the Board to get some ideas and to let us know where they are in their plans. Before purchasing the land they did an initial site feasibility on Phase I Environmental Study, Geotechnical Site Suitability Study, Preliminary Traffic Study, Wetlands and Zoning Review. They are going through a needs analysis and the committee is giving lots of thoughts to when they will start building.
They wanted to see if public sewage 537 is on schedule in township. The church is looking at going slower on the first phase and not as large on moving the classrooms- offices and as they need kitchen facilities at that time proposing an on-lot system. Mr. Brontsema said they are still in a needs analysis and can't tell us this evening when they plan to submit a Land Development Plan or when they are proposing construction. Our board has no problem with an on-lot sewage system until they can connect to DTMA.
AMERICAN WATER COMPANY: The Committee has been in contact with the water company regarding public water and they also are anticipating a well. This meeting is an introduction to the project and what their plans are and if the township has any well problems. No problems with wells in the township.
TRAFFIC IMPROVEMENT STUDY CORNER ROUTE 743: The committee plans to build a right turn as well as center turn lanes Does township plan an alignment with Old Hershey Road and their Driveway at intersection, and hopefully will have traffic signals. We made them aware that there are a lot of accidents along this road and that we have ask PENNDOT to lower speed. The project coordinator assured us that the church is committed to making it as safe as possible, since they will have a lot of youth programs.
The coordinator wanted to know our needs for recreational plans. A survey was recently completed with comprehensive plans for parks, more soccer and baseball fields. When the church has a full build-out they will have fields for activities and do not plan any lighted fields. Is there anything they should be aware of putting their plans together concerning stormwater or surrounded areas. Stormwater has to be controlled and they would probably have two watersheds at 743 and other to the back of property.
All they had to say is that they bought the land and will be developing it in stages. The church wanted to get some feedback from the Board and make sure they are heading in the right direction. When they have a full build-out plan they will have to get together again regarding sewage. The alignment with Act 537 plan is to go through some farm property and the township would want to make sure there is adequate lines for their needs. DTMA Sewage will he coming up from Jacob's Creek and hollow or lower area.
When they know what their needs for development will be they will come back to the Board with a sketch plan.
