PLANNING COMMISSION MINUTES

The Conewago Township Planning Commission held their monthly meeting on Monday, April 28, 2003. Those present were:

This Planning Commission meeting had been canceled, but due to receiving a letter from HRG Engineering concerning the PENN VEST Application, being submitted by them on behalf of township, the meeting was rescheduled. A requirement of the application is that a letter must be submitted from the local Planning Commission indicating the project is consistent with our land use policy.

MINUTES - March 31, 2003 - No quorum, no action.

PENNVEST APPLICATION - Due to not having a quorum no motion was made, however, because of the element we did have discussion on the letter. By consensus of those present, we agreed to comply with the request and to forward a letter to HRG, which will be signed by the Planning Commission Chairman. A copy of this letter is part of these minutes.

FRED W. AND GLENDA B. SPEICILER - Inquiry - Mr. Speicher inquired about whether or not he needs to submit a subdivision plan or if we would accept a defacto subdivision when a public road splits land. After discussion on this, it was decided that anyone who had this special situation of a defacto subdivision would be in their, and the townships best interest to submit a subdivision plan. Special circumstances and waivers could be considered on any such submission on an individual basis, as would be appropriate for that particular submission. This procedure should eliminate any future problems or questions as to what the initial intention was by the owner or township and would be consistent in applying township requirements for land use and development.

Next meeting will be June 2, 2003. We all left at 8:15.

RE: Approval of PENNVEST Application

Dear Ms. Goodman:

Please be advised that the Conewago Township Planning Commission has reviewed your wastewater project as requested. We are pleased to be a participant in the planning of your important infra-structure project.

The Planning Commission has determined that your project to provide wastewater service to the Laurel Woods and adjacent area of Conewago Township, Dauphin County, Pennsylvania is consistent with the Conewago Township land use, comprehensive plan and all other county and local land use and agricultural preservation that impacts this area.

We appreciate the opportunity to comment on this project. This project is important, and we strongly encourage PENNVEST to provide appropriate funding.
