PLANNING COMMISSION MINUTES

The Conewago Township Planning Commission held their regular monthly meeting on Monday, August 25, 2003. Those present were:

The meeting was called to order by Chairman Grubb at 7:30 PM.

The agenda was reviewed with no changes.

MINUTES - JULY 28, 2003 - A motion by Coble second by Rozanski to approve the minutes of July 28, 2003 after adding Kent Bachmann to the attendance list. Motion carried.

KOSER BUILDING EXPANSION- Land Development Plan Waiver
523 Koser Road, Elizabethtown.
The Koser's are proposing to build an addition to a present commercial building which is presently used for storage for public auctions. The new addition will be used for office space and more storage. (Currently items are stored outside which will be moved inside the new building). A Land Development Plan Waiver is being requested. Motion by Bachmann second by Hoerner to deny the Land Development Plan Waiver and a request a Land Development Plan to be submitted and meet the current Land Development Ordinance. Motion carried.

ROBERT KRIEBEL - URBAN RESEARCH DEVELOPMENT CORPORATION, CONSULTANTS TO THE LOWER DAUPHIN AREA REGIONAL PLANNING GROUP.
Mr. Kriebel is preparing a regional comprehensive plan for the municipalities who are part of the regional planning group. This group is Londonderiy Township, Conewago Township, East Hanover Township and Borough of Hummelstown. South Hanover Township withdrew from the group.

The Comprehensive Plan is the policy document that lays the foundation for the township's zoning and subdivision and land development regulations. Mr. Kriebel explained and presented a draft copy of the proposed plan for review. The focuses of the Plan are the concern of rising tax rates and the burden on the residents, the need for Agricultural Land Preservation, mostly in Conewago and Londonderry Township and the support for the downtown historic efforts in the Borough of Hummelstown. Mr. Kriebel explained how they looked at all 4 areas for soils types, transportation issues, easements, water problems, sewage problems, zoning, land use, agricultural use, slopes, the buying of development rights, etc. The focus of the plan is land use. Key points for Conewago Township are Preservation of Agricultural Use, Transferring Development Rights, Commercial and Light Industrial area near Route 283 and Route 743, a Conservation Area along the Conewago Creek. At this time, they are receiving comments to draw the final plan. The Planning Commission will need to have a Public meeting, individual or a joint meeting with the other municipalities, within the next few months. Later the Board of Supervisors will need to hold a Public Hearing, individual or a joint meeting with the other municipalities. After all this the Regional Planning Group will adopt the final Comprehensive Plan. The Regional Planning Group meets the 4th Wednesday of each month in the Borough Hall in Hummelstown beginning at 7:30 PM.

The next meeting will be September 29, 2003.

A motion by Grubb second by Rozanski to adjourn at 9:00 PM. Motion carried.
