the Conewago Township Board of Supervisors

The Conewago Township Board of Supervisors held a regular meeting on May 14, 2003. Some of those present were:

Call Meeting to Order
- HRG/PennVest - There was an item of new business out of the normal order at the beginning of the meeting. Russ Macintosh of HRG reported on his work on the PennVest application. This is an effort to obtain lower rate financing for the sewer project. Jon Yost said the township needed to retain an accountant related to this effort-he had somebody lined up at $100/hour. Board approved this.

Public Comment Period - Ron Knott (see Mar 12 meeting) complained about lack of progress on resolving problems with not properly approved? subdivision preventing him from building on his lot. Jon Yost said he was working on it and asked for an executive session after tonight's meeting on the subject. Rose Sarfert complained about election materials in the vestibule at University Music last year. Graybill said complain to the elections people, not him. Cathy Scott complained about Yerger and Shelly signs on township property-she thought they weren't allowed except on election day. I think Jon Yost said they weren't even allowed then (though they've always been there). Graybill said they would be removed.
OLD BUSINESS:
- Property Maintenance Ordinance - on the backburner so long it's ice cold.
- Status Report, DTMA - Kim Bloom talked about letters on the Conewago Place renovation and a "capacity" letter. Letters from DTMA should be going out later this week. They will explain that stakes marking proposed locations of sewer laterals will be placed soon, and residents will have 30 days to contact their plumber to approve it or contact DTMA if they want a different location. Sewer construction in Laurel Woods area may begin in mid-June! Note-even though sewer pipes may be installed in the next few months, the sewer likely won't become operational until much later (closer to fall of 2004) when the RoundTop Road pumping station is built and connected. She asked building permit and driveway approval and fee waiver for the contractor's construction trailer on Church Road. Some residents on Laurel Drive have asked about connecting to the sewer system now (where the sewer already is). My understanding is that they will be allowed to hook-up early but will have to pay the new Conewago rates, not the lower Derry rates that already existing users get. Some guy on a corner could either connect at the old rate on Nye or the new rate on Primrose.
- OLDS MANAGEMENT PROGRAM - Not much new. Judgments were obtained against several residents who hadn't done their year 2001 septic pumping. Most of the delinquents from 2002 have reportedly scheduled pumping and will be given a couple of weeks until enforcement actions will be taken. Reminders for 2003 septic pumping should be sent out very soon.
- Update - RETTEW - Jay Zeigler & Shelly Property - Frank was filling in for Max. I missed exactly what was said on Zeigler. Somebody was complaining about some Shelly property getting "junked" up, was this in violation of any ordinance? Frank said probably not. There was some discussion about dog barking complaints (not at Shelly's) that's been going on for several months.
NEW BUSINESS:
- CMN Corn Maize - CMN wants to build a 10 acre corn maize next to Adventure Sports.
- John Nissley - Letter of Credit Release - Mid-Atlantic Farm Credit
- Camp Conewago Summer Program 2003 - Donation - Cathy Scott reports that some funding sources from prior years were not available this year. She asked the supers to increase their contribution to $2000. They complied.
- Reappointment of Planning Commission Board Member (Terry Whitmeyer, Chairman and David Coble terms expired April 30, 2003) - In something of a surprise, long-time chairman Whitmeyer was not reappointed. David Coble was reappointed, Kent Bachmann was named as new member, both for 4-year terms.

- Fred Speicher, 2438 Bachmanville Road (22-2-26) Road Separates Parcel - Is (1) parcel, would like to change to (2) parcels.

- Conewago Place - Final Land Development Plan (Jim Garling, URS Engineer) - 30 Day Extension
- Hills of Waterford - Final Land Development Plan
There was going to be an executive session after the public meeting to discuss the Knotts matter brought up during Public comment session.
Remember - Municipal election is Tuesday, May 20. Next regular Board of Supervisors Meeting is Wednesday June 11 at 7:30 pm.
